The Institution

The Los Rios Community College District is a two-year public college district serving the greater Sacramento region. Our district includes American River, Cosumnes River, Folsom Lake and Sacramento City colleges; major centers in Placerville, Davis, West Sacramento, Elk Grove, Natomas and Rancho Cordova; and special services for business and industry.

Our colleges offer transfer education – students complete freshman and sophomore years and transfer to a four-year college or university – and AA/AS degrees and certificates in over 70 career fields. The District’s 2400 square mile service area includes Sacramento and El Dorado counties and parts of Yolo, Placer, and Solano counties. Approximately 75,000 plus students are enrolled in our four colleges and outreach centers.

The District office houses a number of district-wide services. These include the Chancellor’s office, Board Room, Legal Services, Business Services, Human Resources, Institutional Research, District Police Department, Resource Development and Information Technology. Other district-wide services which can be found at various locations around the community are the, Facilities Management Department and the Workforce and Economic Development Center. Each department strives for the highest quality in all programs, services, and activities for our communities and staff.

Position Summary

The entry level of the class of this series. Under general supervision of assigned manager/supervisor, incumbents perform a variety of complex tasks involving specialized human resources functions and transactions for part-time and overload faculty in the areas of transcripts/credentials, minimum qualifications, salary placement, policy interpretation and statistical reporting; add new employees and remove inactive employees; evaluate applications to determine minimum qualifications and to assist Confidential Human Resources Assistant.

Assignment Responsibilities

• Incumbents complete and process technical transactions and maintain personnel files of faculty, management, classified, temporary, and other employees
• Review college transcripts, credentials, assess course work and work experience to determine if minimum qualifications are met in accordance with district requirements
• Prepare and review documents for salary placement including contracts, college transcripts and experience records
• Process and review all pre-employment information in accordance with applicable laws, policies and regulations, making sure that all processing procedures are completed as prescribed
• Conduct new employee orientation
• Maintain personnel records and reports; prepare human resources board agenda items
• Enter and maintain accurate employee information using the human resources information systems
• Review audit reports
• Assist with determining appropriate faculty service areas
• Research and analyze data for reports and employment negotiations
• Prepare correspondence and reports
• Operate modern office equipment
• Perform duties of the Human Resources Assistant as needed
• Perform related duties as assigned.

Special Requirements
Minimum Qualifications

EXPERIENCE: Two years of experience related to the representative duties of the position. Promotion: One year of experience with Los Rios Community College District at the level of Confidential Human Resources Assistant III. (Promotional applies to regular, current Classified employees working with the Los Rios CCD.)

EDUCATION: Completion of two years of college from an accredited institution with a minimum of 12 units in business, human resources/personnel administration, public administration or related field. (Additional qualifying experience may be substituted for the educational requirement on a year-for-year basis.)

Have sensitivity to and understanding of the diverse academic socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, including those with physical or learning disabilities as it relates to differences in learning styles.

(Experience Requirement: One year of experience is equal to 12 months of experience at a maximum of 40 hours per week. Applicable part-time experience will be converted to the full-time equivalent for purposes of meeting the experience requirement. Education Requirement: 15 units are equal to six months of education; 30 units are equal to one year of education.)
